In IXD, layers like interfaces, contents and features can be done quickly, which enable a rapid revolution and innovation the responsively to a user feedback. On the other hand, layers like core functionality, architecture, and brand identities are more update gradually, it needs a wholistic strategic planning that to ensure a longterm sustainability. I think designers must be careful to navigate the balance between short or longterm stability.

In addition, I guess different layers require distinctive strategies that handle evolving user bases, new technologies and even market shifts. Both fast changing and slow changing elements supports future growth, pace layers influence resource allocations, to invest various rapid prototypes vs chronic upgrades.
