Allowing each sector to play a role in the invention, adaptation, and regulation of new technology is the most effective way to optimize responsible innovation. The government can be highly effective in regulating data privacy and security, which can be complex for private companies to manage alone. Leaving everything to the market can pose a potential risk of prioritizing profit over social good. 

Having Open-source ventures and corporations focus on inventing new technology can allow for a broader range of services and faster adoption of new technologies. In short, technological innovation should be left to open-source ventures and corporations, but its regulation and moderation should be the government’s responsibility. This would ensure a system of checks and balances that protects everyone’s interests and not just the interests of a few.
