Who should be responsible for developing new technologies?

I personally believe that the present should be responsible for inventing new technologies, but with the precondition that under the enhancement of such new technologies, we the people can all use them without excessive control. Currently, some technologies are controlled by the government, such as military technologies which are undoubtedly managed by the government. However, this kind of network that prevents us from using it is irrelevant to us.

However, some freedom should be given in basic applications. For instance, the recent news I saw about TikTok. First off, I maintain an objective stance. The government suspects TikTok could monitor situations in the United States, hence the consideration to ban the app. However, some people find this action unreasonable because some content creators rely on it for income, so they would not agree with this plan. Moreover, fundamentally, this software is about sharing life or videos and does not inherently affect national security. Therefore, while regulation is possible, it should not be overly managed.

In the corporate and open-source communities, they can be responsible for developing new technologies. For example, GitHub now hosts many creators who are imaginative or creative. They can create software in their own way for many functions that many companies have not developed. And for companies, developing new technology themselves can bring wealth and better management. In general, regarding who should be responsible for developing new technologies, the best solution is mutual assistance between the government, enterprises, and the open-source community. Under such cooperation, the outcomes can indeed be the best. Moreover, with government funding support, companies can promote to the market, and the open-source community can innovate technologically.
